Statement of Mission

     Our Mission is to offer enhanced affordable homeownership and rental housing opportunities to families and individuals, and to offer financing and technical assistance to community-based groups and entrepreneurs in the City of Harlingen and the State of Texas. Our efforts lead to the development of new communities, job creation and retention, the prevention of physical, economic, and social deterioration in inner city neighborhoods, and the improvement of quality of life. Our values consist of strong public/private partnerships, a commitment to excellence, and customer satisfaction.

     We envision neighborhoods where families and individuals of different economic status share in the American dream, where neighbors look after one another for safety and security, and where our youth have a better foundation to learn and grow into caring and productive citizens.

Brief Statement Of Capacity and History

     Housing Plus, Inc., (H+) was formed on the same principals as the Harlingen Development Corporation, Inc., (HCDC). The Mission of Housing Plus, Inc. is to expand HCDC's affordable housing efforts throughout the State of Texas. Housing Plus, Inc., was incorporated and chartered as a Texas, not-for-profit, corporation on July 18, 1995, and received its IRS tax-exempt, 501(c) (3) status in 1998. Housing Plus, Inc. received its most recent Community Housing Development Organization (CHDO) re-certification status from the Texas Department of Housing and Community Affairs (TDHCA) on February 25, 2000, with an expiration date of February 25, 2003.
     Since its inception, Housing Plus, Inc., has been funded by the Housing Assistance Council (HAC) to provide affordable housing in the Colonias and other rural areas within the State of Texas ($15,000); by the Texas Department of Housing and Community Affairs (TDHCA) for a homebuyer assistance program in Crystal City, Texas, ($315,000 - 31 single family units); and has subcontracted with HCDC to implement a Youthbuild USA planning grant program in Crystal City, Texas. The successful implementation of this grant resulted in two funded HUD Youthbuild Programs ($700,000) administered by the Crystal City Housing Authority.
Housing Plus, Inc., and HCDC are both managed by the same person who serves as Executive Director, and is governed by some of the same individuals who serve on the HCDC Board of Directors. However, Housing Plus and HCDC share the same mission and vision.
The major difference between the two agencies is that Housing Plus, Inc. is chartered as a statewide housing organization, while HCDC is chartered as a housing organization that is limited to Cameron County, in Texas. Housing Plus, Inc., has the capacity to operate anywhere in the State of Texas, both as an affordable housing provider and as a CHDO.
     The Harlingen Community Development Corporation (HCDC) was incorporated and chartered as a Texas not-for-profit corporation, in January 16, 1990. HCDC was initially established with the assistance of the City of Harlingen staff, as well as members of the Harlingen Community Development Advisory Board. HCDC was organized as an I.R.S. tax-exempt, 501(C) (3) organization on April 3, 1993. HCDC is governed by a Board of Directors, and with an Executive Director who provides the daily management functions.

-72 Unit Low-Income Housing Tax Credit development in Raymondville, TX (Northstar Apts.)

-2000 HOME First-time Homebuyer Assistance Program (30 S/F Homes)-City of Crystal City.

-52 Unit HOME Rental Development Program in the City of San Benito, TX. (Star Village) Pending Award.

-Acquisition of 72 affordable rental units, Anacuitas Manor Apartments in Mercedes, Texas.


Office of Rural Communities Affairs (ORCA):

· Housing Infrastructure Program. Partnership with the City of Hondo for the development and construction of eighteen-twenty single-family homes.

Other Partnerships:

· Partnership with the Rio Grande Valley Empowerment Zone/ Southwest Community Investment Corp. for the construction of ten single-family homes in the City of La Joya
· Proposed acquisition of 146 multifamily residential developments, El Dorado Apartments in Brownsville, Texas. 2002 TDHCA LIHTC development.

Staffing

     Mr. Alfredo Huerta has been Executive Director of HCDC since 1991, and Housing Plus, Inc., since 1999. He is responsible for overall administration of the agency. Mr. Huerta supervises a staff of ten people, eight of whom are full-time staff; all are minorities and two-thirds are women. HCDC/Housing Plus, Inc. has access to a cadre of highly qualified consultants and State national organizations that provide capacity building and technical assistance services to the agency. In addition, Housing Plus, Inc. has access to the same funding networks as H+, its sister agency.
